China Issues First Batch of Streamlined Rare Earth Licences

Wedoany.com Report-Dec.3, China has begun issuing a new type of streamlined export licence for rare earth elements and related products, marking the first step in implementing the recent trade understanding reached with the United States.

The initial batch of one-year general licences has been granted to three major Chinese manufacturers of rare earth magnets: JL Mag Rare Earth, Ningbo Yunsheng, and Beijing Zhong Ke San Huan High-Tech. These licences permit multiple shipments to approved buyers over the licence period without requiring separate approval for each transaction.

The move follows an agreement to temporarily ease certain export administration measures introduced earlier this year, helping restore more predictable supply flows for global customers.

Rare earth materials remain subject to China's established export control framework, which continues to ensure compliance with relevant regulations. The new general licences supplement the existing system and are currently available to qualified large-scale producers.

Industry sources indicate that the simplified procedure aims to provide greater stability for international supply chains that rely on these materials for applications including electric vehicles, renewable energy equipment, and advanced electronics.

The European Union Chamber of Commerce in China welcomed the development, stating on Tuesday that the licences "provide much-needed stability and predictability" for purchasers.

Market data show that shipments of rare earth magnets from China have gradually recovered in recent months. Exports to the United States reached a nine-month high in October, although cumulative volumes for the year remain below previous levels.

Chinese authorities continue to manage rare earth exports in line with domestic resource protection objectives and international trade commitments, maintaining oversight while facilitating orderly supply to global markets. The introduction of general licences represents a practical adjustment designed to balance regulatory requirements with the needs of established industrial users worldwide.
