New EU Trade Regime With Ukraine to Start On October 29

Wedoany.com Report-Oct. 15, On October 14, 2025, Ukraine and the European Union finalized an agreement to eliminate certain tariffs and expand quotas for Ukrainian agricultural exports, as announced by Taras Kachka, Vice Prime Minister for European and Euro-Atlantic Integration, via his Facebook page. The decision, formalized under the Association Committee in Trade Composition No. 3/2025, will take effect on October 29, 2025, enabling Ukrainian exporters to leverage the updated trade terms before the year ends.

The agreement, signed by Oleksandra Nechyporenko, Secretary of the EU–Ukraine Association Committee in Trade Composition, builds on discussions concluded on June 30, 2025, within the Deep and Comprehensive Free Trade Area (DCFTA) framework. It promotes greater market access for Ukrainian agricultural products while maintaining controlled and gradual entry for sensitive items like sugar, poultry, eggs, wheat, corn, and honey. The EU Council noted that full liberalization will be considered only for less sensitive products, such as milk and dairy, to balance market dynamics.

This bilateral and indefinite agreement strengthens economic ties between Ukraine and the EU, with the next review of market access scheduled for 2028. The decision fosters opportunities for Ukrainian farmers and exporters, enhancing integration into the European market and supporting long-term economic collaboration.

The EU–Ukraine Association Agreement, signed in 2014 and effective since September 1, 2017, laid the foundation for this cooperation. Since 2022, the EU has supported Ukraine with temporary trade measures, providing significant market access through autonomous trade measures (ATMs). These measures, extended in 2023 and 2024, concluded on June 6, 2025, paving the way for the current agreement to further streamline trade processes.

The updated trade terms are expected to boost Ukraine’s agricultural sector by facilitating access to EU markets, a key destination for its exports. This development supports local producers by offering predictable trade conditions and encouraging investment in agricultural innovation. By expanding quotas and removing select tariffs, the agreement aligns with Ukraine’s goal of deepening economic integration with Europe while addressing the needs of its farming community.

This milestone reflects a shared commitment to sustainable trade growth, benefiting both Ukrainian exporters and EU consumers.
