Indonesia Will Be the Top Clinker Exporter Globally in 2025

Wedoany.com Report-Oct. 17, Indonesia's cement sales reached 5.996 million tonnes in September 2025, marking a 1.3 percent decrease year-over-year compared to 6.073 million tonnes in September 2024, according to the Asosiasi Semen Indonesia. Bagged cement represented 70 percent of the total sales volume.

Demand contracted in all regions except Bali-Nustra, which saw a 16.3 percent year-over-year rise to 437,766 tonnes, up from 376,525 tonnes the previous year.

Java, comprising 52 percent of national sales, experienced a slight 0.3 percent decline to 3.110 million tonnes from 3.117 million tonnes. Sumatera, accounting for over 20 percent of sales, dropped 3.5 percent to 1.309 million tonnes from 1.357 million tonnes.

Sulawesi recorded a 2.2 percent decrease to 479,395 tonnes from 490,057 tonnes. Maluku-Papua fell 4.9 percent to 178,996 tonnes from 188,288 tonnes. Kalimantan saw the sharpest decline of 11.5 percent to 481,709 tonnes from 544,148 tonnes.

Cement production decreased 8 percent year-over-year to 5.744 million tonnes from 6.241 million tonnes. Blended cement made up 71 percent of output at 4.073 million tonnes, with ordinary Portland cement (OPC) covering the rest. Clinker production edged down 0.1 percent to 5.219 million tonnes from 5.296 million tonnes.

Exports showed growth, with cement shipments increasing 11 percent to 100,364 tonnes from 90,401 tonnes. Clinker exports surged 35 percent to 1.016 million tonnes from 753,075 tonnes. East Timor led cement destinations, followed by the Maldives, Philippines, Taiwan, and Papua New Guinea. Bangladesh topped clinker buyers, trailed by Taiwan, Angola, Ghana, Sri Lanka, and Mozambique.

January-September 2025 Overview

Over the first nine months of 2025, cement sales totaled 45.668 million tonnes, a 2.4 percent contraction from 46.789 million tonnes in the same period of 2024.

Sumatera, Bali-Nustra, and Maluku-Papua posted gains. Sumatera rose 2.4 percent to 10.220 million tonnes, Maluku-Papua increased 2 percent to 1.513 million tonnes, and Bali-Nustra grew 1.7 percent to 3.032 million tonnes.

Java's demand fell 2.1 percent to 23.834 million tonnes, Sulawesi dropped 6.2 percent to 3.646 million tonnes, and Kalimantan declined 16.8 percent to 3.422 million tonnes, influenced by a slowdown in new capital construction.

Production for the period reached 46.546 million tonnes, down 5.9 percent from 49.470 million tonnes. Blended cement accounted for 64 percent or 18.334 million tonnes, with OPC comprising the balance. Clinker output rose 0.9 percent to 42.319 million tonnes from 41.943 million tonnes.

Trade Performance

Cement exports for nine months totaled 0.879 million tonnes, up 11.5 percent from 0.788 million tonnes. Clinker exports climbed 20.3 percent to 9.413 million tonnes from 7.828 million tonnes.

Indonesia is projected to maintain its position as the leading global clinker exporter in 2025, with forecasts at 12.5 million tonnes, slightly ahead of Egypt's 12.4 million tonnes. Cement exports are expected to reach 1.1 million tonnes, placing Indonesia tied for 18th globally with Russia, amid competition from Egypt, Vietnam, and the UAE.

The overall trend indicates moderated demand due to construction slowdowns, balanced by export growth and regional variations in domestic sales.
