Wedoany.com Report-Oct. 18, Homes England, Peel Waters, and Liverpool City Council have officially begun construction at the Central Docks area of Liverpool Waters in the UK, marked by a formal ground-breaking ceremony.

The move contributes to the UK government’s target of delivering 1.5 million new homes over the next four years.

Peel Waters has appointed GRAHAM as the contractor for the site’s infrastructure works and Central Park construction. Central Docks spans 26 acres, making it the largest of five neighbourhoods within the broader Liverpool Waters district.

The development plans include around 2,350 homes, incorporating options for affordable housing and build-to-rent units, contributing to the UK government’s target of delivering 1.5 million new homes over the next four years.

Peel Waters managing director James Whittaker said: “The ground-breaking of Central Docks marks a pivotal moment not just for Liverpool Waters, but for the future of this iconic waterfront. This milestone is the result of years of collaboration with our partners across the public and private sectors, and it reflects our shared commitment to unlocking the full potential of these historic docklands. From the foundations we lay today, we’re building futures – for residents, businesses, and the next generation of skilled workers, driving forward regeneration on a scale that will benefit generations to come.”

The project involves £71 million ($90.2 million) in infrastructure works for the new waterfront community, forming part of an overall project budget of £81 million, with £55 million from Homes England and £26 million from Peel Waters. Liverpool City Council will oversee the grant funding.

Central Docks is part of the wider Liverpool Waters master plan, aimed at improving connections between the city and its waterfront. Completion of the infrastructure works and Central Park is scheduled for early 2028.

GRAHAM Civil Engineering managing director Stephen Hill said: “We’re delighted to be appointed as principal contractor on this landmark scheme for Peel Waters, reflecting our shared commitment to creating infrastructure and neighbourhoods that prioritise sustainability and community.”

This development underscores a long-term regeneration strategy for Liverpool’s waterfront, combining residential, public, and green spaces to support sustainable urban growth. The project is expected to stimulate local employment, foster community development, and enhance connectivity between the city and its historic docks.

Central Docks represents a significant step forward in Liverpool’s urban transformation, integrating modern housing, public amenities, and environmental considerations while supporting the UK’s broader housing and infrastructure objectives.
