The offshore wind farm, located in the Philippines, has been awarded the Pre-Development Environmental Compliance Certificate (Pre-Dev ECC) by the Department of Environment and Natural Resources (DENR). This approval aligns with DENR’s administrative guidelines and the Philippine Environmental Impact Statement System (PEISS).

The Pre-Dev ECC enables essential preparatory work, such as offshore geotechnical and geophysical surveys, wind and metocean data collection, and environmental and social impact studies. These steps are critical for advancing the project responsibly. In December 2024, the San Miguel Bay initiative also earned the Certificate of Energy Project of National Significance (CEPNS) from the Department of Energy (DOE) and was named a Strategic Investment under the Philippine Board of Investments’ Green Lane Initiative.

Nexif Ratch Energy views the Pre-Dev ECC as a milestone that underscores the project’s role in supporting the Philippines’ shift to cleaner energy sources. The company’s chief executive, Cyril Dissescou, stated: “This achievement marks a significant step forward in our commitment to developing offshore wind projects in the Philippines in an environmentally responsible manner.” He added: “It aligns with national priorities, and we are proud to contribute to the Philippines’ growing renewable energy sector.”

Beyond San Miguel Bay, Nexif Ratch Energy is working to secure the Pre-Dev ECC for its 475MW Lucena offshore wind farm in Quezon Province. That project received its CEPNS in January 2025, signaling steady progress across the company’s portfolio. These developments position Nexif Ratch Energy favorably for the Green Energy Auction 5 (GEA-5), scheduled by the DOE for the third quarter of 2025.
