The plan, issued by the National Development and Reform Commission alongside other government agencies, outlines measures to expand the charging network, improve operational efficiency, and elevate service quality while promoting innovation in the industry.

By the end of 2027, China targets a nationwide network of 28 million charging facilities, with a public charging capacity exceeding 300 million kilowatts. This infrastructure is designed to support over 80 million EVs, meeting the growing demand for sustainable transportation.

The plan prioritizes several key initiatives: upgrading fast-charging networks in urban areas, accelerating improvements to charging facilities at expressway service areas, and addressing shortages in rural regions. As of August 2025, the country had 17.35 million charging units, a 53.5% increase from the previous year, demonstrating strong progress in infrastructure development.
